Garrett has history with the Giants. He is a former New York Giants backup quarterback.
He will be under the leadership of first-year head coach Joe Judge.
Garrett spent a decade as head coach with the Cowboys, who are the Giants' NFC East rivals.
The Giants have not yet confirmed the hire.
