BELTON, TX — The Belton Police Department has arrested an 18-year-old accused of killing a 15-year-old in Belton.

18-year-old Ryan Osborn was arrested on Friday. He has been charged with murder.

"Very happy that an arrest has been made. Although there is a due process. And I do want justice brought quickly and swiftly," said William Collins.

The fatal shooting t happened near the 1600 block of S. Wall Street at 8 p.m. on Thursday, Jan. 2.

The victim is a 15-year-old boy. Police said that he collapsed after entering the front door of the place where he was staying.

Police said that he was shot in the back, and neighbors reported hearing two gunshots coming from a nearby area.

The victim was transported to Baylor Scott & White Memorial Hospital where he was pronounced dead.

The young man's friends say, he didn't have an enemy in the world.

The people in the neighborhood said the shooting had all the appearances of a "drive-by" - something that doesn't happen in Belton every day. So there's an intense effort underway to find those responsible.

The Ortiz family said will stay behind locked doors for now.

"Neighbors are describing this almost as a drive-by. Does that bother me? It does. Why? Because, I mean, are we safe to go outside?" Lisbeth Ortiz said.

The name of the victim is being withheld as next of kin are notified of the incident.

Anybody with information about the incident should call the Belton Police Department.

There is also a GoFundMe created in his memory to raise money for Belton Independent School District's special needs program.

The GoFundMe said that the team in the BISD AIMS program were invaluable in helping Josh. From Tarver, to LBMS, to BHS, their patience, persistence, and willingness to do whatever was needed truly made a positive difference in his life.
