69-year-old sex offender charged with attempted kidnapping after stalking woman

Rockdale police said that they have arrested a 69-year-old sex offender after he attempted to kidnap a woman at her apartment.

Lloyd London was charged with attempted kidnapping and is in the Milam County Jail on a $50,000 bond on Aug. 1.

The woman he attempted to kidnap is 27 years old. Police said he became infatuated with her, and he would follow her on several occasions.

Police said the woman was returning to her apartment complex located at Calhoun St. after work when the incident happened. She told police that London grabbed her and tried to pull her away from her vehicle. She was able to struggle and free herself. 

When police initially investigated the incident, they classified it as an assault. However, after returning to the scene the next day, they found the place where London had been hiding and waiting.

Hours before London was arrested, he was parked at a church across from the victim's grandmother house and waited for her to leave and followed her. 

There they found a black crate, a blanket, a tarp, a rope, zip ties, a hatchet, an umbrella and some water. Police said this gave them enough evidence for the attempted kidnapping charge.

Before the attempted kidnapping, police also said he went to the local newspaper four separate times and asked them to print a wedding announcement for him and the woman, even though London and the victim were never married or engaged.  He also went to Rockdale High School and requested photos of the woman from when she attended the school.

The woman told police that London frightened her before the incident.

London was on parole at the time of the attempted kidnapping.  

London was arrested at his home and faces charges on Assault by Contact.
