A man was charged and arrested after officials say he was masturbating in a car parked next to a teen and her mother.
According to Williamson County Sheriff Robert Chody, on Aug. 4, a 13-year-old girl and her mother were sitting in their car at a McDonald’s in Jarrell. The girl saw Phillip Raymond Ortegon masturbating in a parked car next to them.
Ortegon confessed that he has done this three times.
He was arrested and charged with indecency with a child. He was transported to Williamson County Jail.
His bond is set at $30,000.
