Perry: Texas won't comply with federal prison law

HOUSTON (AP) - Gov. Rick Perry says Texas won't comply with parts of a federal law designed to eliminate prison rape.

Perry says in a letter to U.S. Attorney General Eric Holder that Texas will not fully comply with the Prison Rape Elimination Act, a law passed in 2003. The Associated Press has obtained a copy of the letter dated Friday.

The Houston Chronicle first reported on Perry's letter.

Perry writes that to limit contact between female guards and male inmates some security cameras would have to be removed, an idea he calls "ridiculous." He says Texas will also not change the age at which teenagers can be treated as adults from 17 to 18 as required under the law.

Prison spokesman Jason Clark says Texas will comply with most of the rule.
