Temple mayor pro tem charged with destruction of public information

BELL COUNTY - On Tuesday, a misdemeanor complaint was filed by the Bell County Attorney's office that charges Temple Mayor Pro Tem Judy Morales with destruction, removal or altercation of public information.

This offense carries a possible fine of up to $4,000 and/or up to three months in jail. Morales was arrested and booked into the Bell County Jail on Tuesday about 2:30 p.m. She was released shortly after when she posted bond.

Morales has been under investigation for a couple of months over whether she used county equipment and staff illegally in her city council election campaign in 2011.

Regarding the matters of use of county equipment or staff for campaign purposes, Nichols says, "On February 4th, 2014 my office received an investigative report from the Bell County Sheriff's Department.  A portion of this investigation focused on allegations that Ms. Morales had used county equipment and staff in her election campaign for the Temple city council position in 2011.  My office has reviewed this information and concluded that there is convincing evidence that there was a violation of campaign or abuse of office statues.  However, as this conduct occurred in 2011 under Texas law, prosecution of this conduct is barred by the statute of limitations.  In Texas, where a Class A or B misdemeanor offense occurs, if it is not pursued for prosecution by the state within two years from the date of the offense it is barred from prosecution."
