Posted: Updated:

AUSTIN, Texas (AP) - Wintry weather in parts of Texas has affected when some voters can cast ballots on primary election day and led to more calls for power conservation.

The National Weather Service put the Austin and Houston areas under winter storm warnings Tuesday morning amid the threat of freezing rain.

The Electric Reliability Council of Texas urged consumers to limit power use Tuesday morning. ERCOT had a similar advisory Monday during cold, icy conditions in North Texas.

The secretary of state's office will allow Texas counties in bad weather areas to open polling sites later than the usual 7 a.m. to 7 p.m. Travis County delayed opening polls until 11 a.m. Tuesday.

The University of Texas in Austin and Texas State University in Sam Marcos delayed starting classes until 11 a.m. Tuesday.
