Killeen Bank President Gets 2 Years for Bank Fraud


The former president of The National Bank of Central Texas in Killeen was sentenced to two years in prison for bank fraud Wednesday by a Waco federal court judge.

From 2008 to 2012 Randall W. Havens created and approved 15 bogus loan applications totaling $340,000 and then used the money for his own personal gain, according to court documents.

Havens told investigators he was trying to "rob Peter to pay Paul" after a series of bad investments.  He admitted to constructing fraudulent third party "nominee loans" in the name of one party but intended for use by another.

Federal agents interviewed persons whose names were on the loans, but each of them reported they did not take out the loan and did not receive any of the proceeds from the loans.  Some of them reported the defendant asked them to sign a   a loan, give the money to him, and he would "take care of the payments".

Investigators also say Havens also admitted he forged some of the names on the loans, including his aunt's.

In addition to the 24 months in prison, Havens will also serve 5 years supervised release and have to pay $212,821.50 in restitution.
