Copperas Cove Committee Petitioning Feral Cat Ordinance

A group of Copperas Cove residents has now formed a committee to petition and repeal a new animal control ordinance put in place by the city to try to combat the town's feral cat problem.

The ordinance this committee is fighting has made it illegal for residents to both trap and feed stray cats within the city limits.

Kathy Kwieran runs an animal shelter clinic specifically targeted for stray and feral cats, and she's also one of the leaders of the group fighting to reverse the new law.

"They just basically don't want feral cats in the city," Kwieran said. "But they're going to be there. People dump them. People leave them behind. They turn feral. Those are usually not fixed spayed or neutered so they're going to be pregnant and giving birth and then we've got wild kittens growing up and very feral."

The group first has to formally meet with the city to discuss the issue before they will be able to officially file a petition.

Kwieran argues that while the city may be trying to fix the feral cat problem with its new law, the ordinance could potentially do the opposite in the long run.

"You know doing nothing or allowing the cats to starve is not a solution, and it's not going to get rid of the problem," Kwieran said. "If they allow trap, neuter and return, there's going to be more and more people stepping up and doing it, but right now they're discouraging people from helping with the situation so it's only going to grow. It's only going to get worse and out of hand."

After the petition process begins, the committee will have 45 days to get 206 signatures from registered voters.  If enough signatures are received, the city council will then be forced to reconsider the ordinance. 

If the city council doesn't repeal that ordinance, there will then be a public election held on the issue sometime next year.

The city of Copperas Cove was unavailable for comment on the issue.
