It's back to the drawing board for Waco City Council members on a new dance hall ordinance that's caused quite a bit of controversy.
Back in June police proposed a new ordinance to cut down noise complaints from residents who live near night clubs. Frustrated club owners said minorities who own clubs are being mistreated by police while other night club owners aren't.
On Tuesday council members looked at a revised version of the ordinance that would require club owners to get a license to rent their club as well as a certificate of occupancy.
Club owners who get denied a license would also be given a reason on their application. Zoning was also discussed among council members.
Club owner of "Crush," Randy Gobber, says these new guidelines would make it harder for minority club owners to get licenses to operate.
"No it's not an improvement, they can just deny you right on the spot," explained Gobber. "My building was up to code and they still denied me so it doesn't have anything to do with the building, it has to do with the person."
At the end of the discussion council members said the new ordinance was too complex to understand. City officials said they needed clarity on the new ordinance before they will enforce it on night clubs in Waco.
