Charges have been dropped against two other people linked to the Buddy Skeen case.
Dorothy Ramos, an assistant to Skeen in the Tax Assessor-Collector's office, had charges of abuse of official capacity dropped.
Rick Rapson, a finance and business manager at Richard Karr Motors, is also cleared of all charges.
Assistant District Attorney Michael Jarrett told News Channel 25 that they both cooperated in the investigation of Skeen, and the D.A.'s office believes neither had any intent to commit a crime.
Skeen, of course, pled guilty to eight criminal complaints and is serving six months in jail and probation.
